I regularly walk the cliff paths and moors round here, just a mile or two from my house. I take a pack, and into that goes, besides all the usual stuff I carry, the waterproof trousers, the jacket, a proper pashmina scarf - 30% silk, 70% pashmina. I always have a knife, a zippo, plus a spare lighter, notebook, pen and pencil, nail file and nail clippers, leatherman, water, chocolate and a bag or two of plain crisps with me.
I look at people who venture out without that stuff here as mildly suicidal!
My regular walk along the canal or the meadows, probably not as exposed as yourself but I carry, small pack generally my lowepro sports camera bag, in it goes full 2ltr water bladder, multitool/leather man thing, lunch ( pot noodle (my homemade version) chocolate bar etc, over trousers coat, jacket and fleece. Phone paper and pens and pencils. Oh and small stove to cook said lunch on.

i did 4 winters in the arctic with the army and we all carried them.. the shops in plymouth did think we were a bit strange at first.. but you can do loads with a pair of tights..
and they are always handy for the rocky horror if you havent laddered them when in the hills

Tights are good. Although the waterproof trousers do an excellent job. And since I always stay on the move, my body temp is usually fairly good. If I did do myself an injury, and if there wasn't a signal on my phone (common here), then I'd just light a nice big fire. Even if I can't walk, I'm stubborn, I can probably crawl, gather in enough to light it and keep it going. Going to be mostly heather and peat, but it'd do the job.
I warn the tourists to stay away from the cliff edges, and do the same myself; they can be deceptive here, the grass grows into an overhang, you think you're standing on solid ground but you're actually standing on fresh air. Well, for about a second, til gravity notices. Then you're falling. OH recently had to go and pick up a tourist from the bottom of a 200ft cliff, poor thing. He didn't survive, they couldn't get the helicopter or lifeboat in, only way was over the edge, stretcher recovery. Reckon he followed the wrong sheep path and lost his footing or that a gust of wind took him off balance enough to fall.
