Section 5 Firearms Act 1988:
(the wording is longer, but this is the section relevant to discharging of liquids)
(b) any weapon of whatever description designed or adapted for the discharge of any noxious liquid, gas or other thing.
Google that law for more information and the relevant stated case law. Obviously if you have been doing your shopping and you have cans in your bags etc then of course you are not going to get in trouble - my point is farbgel is designed specifically for self defence and as such civillian in the UK (without legal authority) is allowed to carry that kind of object on the streets.
