Not able to reply to PM's or contact Admin

I am newish and I do not seem to be able to reply to any Private Messages.

I tried contacting the Admin but there is not the function to do that either.

Please can someone advise?

You will not be able to use the PM function until you have reached the required number of posts that have to be approved by an admin. Any posts in the 'New Members Start Here' section do not count towards the post count.
