One very minor point to add: London has a few city farms, or it did a few years ago.
There's an awful lot you can do before you need to go making allegiances outside your own home - a lot of very ordinary things, as well as prepping things. A couple of winters ago, for instance, we had months of very wet weather round here, and my mortaring on the weatherward wall collapsed - result was horrendous damp and sagging plaster on the inside wall. Maintenance at that level is a genuine prepping issue - maybe not all of it for you (if you're in a flat and its the freeholder's responsibility, sorry, I can't remember right now).
But like featherstick says, you don't need to talk to anyone about prepping - talk about the individual issues, like growing your own, foraging (all the parks in London! read Alys Fowler's archive of posts in the Lifestyle section of the Guardian online), sewing, etc.

I'll echo Featherstick and Arzosah's posts, you don't need to ask them outright and it doesn't really matter if they consider themselves preppers (I only heard the term a couple of years ago). There will be people who will be useful to know whether or not they wear a paracord bracelet. If you start asking folk you're kind of tipping your hand and if things do get messy then there will be more people who know you have stores. If you think someone might be on the same wavelength just toss in a wee comment about how you like to make sure you have plenty food in all the time or something similar. While I can understand why you're looking for a group, being prepped yourself is the first stage, get what you think you'll need to look after your own, if you meet people who you click with that's a bonus but you can't assume that other preppers will be prepping for the same things as yourself or that you'll even get on. We're a bit of a 'niche' bunch and include plenty 'foil hats' so finding people who you trust is going to be hard. When I say trust, we're talking about a range of things, everything from not stealing your stuff all the way through to will they do what they've agreed to if things do get messy or are they just complete fantasists who will expect you just to look after them. Are their other half's onboard ? These things aren't going to happen overnight so try going to prepper meets and the like, Funky Prepper has them, have a look on Youtube but the big priority is to get your own end sorted, everything else is a bonus.

Please bear in mind i am prepping for the River Thames to flood and how i can get to safe ground, I'm not worried about the end of the world..... I'll die with the other Minions.
