How do I reply to or send messages to other users

I've received a message and when I try to compose a message back it says that I am not allowed to, why is this?

You need to have 10 approved posts to be able to send PM's.

Forgot to mention posts in the New Members section don't count. So you'll need to add something more substantial than Hello and welcome!
