What if you were in an enforced evacuation scenario for whatever reason, it is HIGHLY likely that armed military personell would be in-situ to enforce the situation.

Hmmm....well if I hadn't already bugged out by then I would probably have drunk the contents of my hip flask and tried to procure my own mask to make myself feel better.

Anyway - why the hell do they wear masks if there is no biological/chemical risk? To look hard and scare folk?

They also wear a "box" Lil, they ain't stupid ;)

AS RD has said, Riot control methods such as CS Gas is often deployed in huge amounts, and what ever "other" stuff they might use to incapacitate people, and of course the "fear factor"
