I would guess that is a legal coverage piece of blerb that they have to put on the instruction so if someone who say has severe athsma or other breathing conditions, and hasn't consulted their doctor before using such a mask and then goes onto have "complications", then that bit of writing will cover the manufacturer's liability in court. Just a guess mind you!

Yes, to confirm what others have said, 'gas mask' is a bit of a misnomer. They filter particles, but not actual gasses, like sulphur dioxide etc.
