I hear what you say about the vacuum bags - I have shrunk my sleeping bag down to about 50% of its standard size which means that I can fit it, my tent and all my other equipment into my 65l bag, but of course if the (v.unlikely) event of a bug out, as soon as I open the bag, my sleeping bag will no longer fit inside my 65l. But....
1) By the time I need access to my sleeping bag, some other items will have been used (water, food) making space
2) After a day or 2 on the road/in the field, I can decide if there are things I have packed which I really wont use, and again, ditch them to make space
3) I can move my sleeping bag or tent to the outside of my 65l - but for the initial for quick grab, much neater for them to be inside.
As for the other things in vacuum bags (spare clothes, jerky etc) it seems a great solution to me.

I have seen those vacuum bags with a hand pump. Like a reverse of those tube pumps use to blow up balloons.

Am not sure about how universal they are though. eg: Different vacuum bags may have different sized openings.
