Hi All,

Here's a link to the Tokyo Metropolitan Govt site, where you can download a copy of the 340 page Disaster Preparedness Manual currently being sent out to residents.
I've had a quick look and it looks like a pretty good resource, certainly better than Protect and Survive!

Yes, it's a little earthquake-specific. Heh heh!
There is a more general section in there though...

I like the fact that they show you how to make an emergency baby nappy from a plastic bag; a plate from a plastic bottle; a spoon from a cardboard carton and a dish from newspaper.
