Is the 3.5m water depth with the containers in the bottom of your bunker? Could you reduce the pressure on them by storing them at ceiling height?
I have had solvent products in 20l metal tins with a lid and clamp around it, they have held internal pressure after being left in the sun.
I'm sure I have seen similar clamp type seals on plastic drums.
If guns are outlawed then only the outlaws will have guns....

im going assume you want to store dried goods in them . if you half fill them , wouldn`t the air space at the top help them float enough to keep the lids above water .
