Something to do with different grades (or categories) of staff.

at a guess, cat 1 would be base repair /coms/logistic staff and cat 2 and 3 combat ops staff.

It's all to do with the priority of kit and equipment issue.
Cat 1 essential and of priority to 'xyz' personnel etc.

Catagory 1 Rear Echelon staff, not likely to be in harm's way But deployed
Category 2 Troops moving between the rear and the front operating base
Catagory 3 Front line fighting troops
Afv troops in Armoured Vehicles
Mil Visitors usually civilian staff , not troops .
