I've not used the UV-82 but I would try putting the frequency into chirp in full and see if the radio will take it. Apologies. The UV-5R is either 1 or 4 watts so technically illegal to use as PMR (although as I previously said you're never going to be discovered/caught)

Yes, you can use them on PMR without a license if you set that frequency to a maximum transmit power of 0.5W.
Of course if you were to transmit at higher power (1/2/5W) you are VERY unlikely to be noticed.

You can get freezers that are suitable for outbuidings and are ok down to -15.
