If you are going to go the CB radio route consider building you own aerial for it. If you decide to go the Ham route again consider building you own aerials. There is plenty of info on the web, and the swr or Standing wave Ratio is easy to measure with a small meter. a simple design for the ham band...

The only problem I can see is it depends on the cell network being usable. If a major incident takes place most people will not be able to use it as you have to be on the approved list. Just to let you know a bit about me. Located in snowy Wiltshire. Prepping for the unexpected, not thermonuclear war, was involved in that in the 1980s. Who remembers 'Protect and Survive?
