The simple(!) solution is open-ended fines so that they are charged per hour that a customer is off over the primary period.

Are there repeaters in the area ? They enable you to get much further (100 miles is pushing it though, to say the least).

Mrs K has just started doing a bit of care work and needs to drive to some of them. Fortunately we're a flat 200m from an A-road that will be gritted and as we're in the mildest part of the country, we rarely get much (if any). If we get a proper flumping then we can walk to the shops (and the pub)....
