Ore mining & refining moving on to metalworking/smithing

archery & bowyery moving on to hunting/defence

Not for us mind you, for our childrens children, scavenging in the aftermath of shtf will not last forever :D

Exactly a Mr Bowman says, go for a takedown recurve, you can find plenty of ilf risers & limbs on Evilbay, probably much better quality. Just get a string or two, some of the cheap fibreglass arrows & you're away, for about the same money :D

So, you have a steel plate, of unknown composition, nearly 1/4" thick & you're thinking of making a machete out of it? I say go ahead :D If you're gonna use heat to profile it (oxyacetelyne/oxypropane or plasma cutter) make sure you allow 1-2mm because of decarb which will have to be ground...

The handles on a multi-tool that prevent the blade from closing is a mechanism & therefore it is a lock knife, whether the "proper" lock has been disabled or not. I'll concede that the OP has complied with the spirit of s139 & that would go a long way with PC Plod, but there's stil...
